Speaker Biographies:

Paul Astbury
Paul Astbury is a Partner at Carter Jonas and leads the London land assembly and compulsory purchase team. He has over 30 years’ experience in compulsory purchase, including 15 years at Transport for London working on projects including Docklands Light Railway, East London Line Extension, Jubilee Line Extension and Crossrail. In the private sector Paul has advised the acquiring authority on High Speed 1, High Speed 2, Brent Cross and Cricklewood Regeneration (2 CPOs) and a range of regeneration, road and rail schemes.

Paul has also advised claimants from Red Bull, Sainsbury, and Tesco to SMEs and private individuals. He has served on the Committee and Board of the Compulsory Purchase Association, including a year as Chair, and also sits on the RICS Expert Working Group on compulsory purchase. He co-authored the 2017 RICS Professional Statement “Surveyors advising in respect of compulsory purchase and statutory compensation” and an RICS Consumer Guide to compulsory purchase. 

Barry Denyer-Green
Barry Denyer-Green is a barrister at Falcon Chambers. He is a past chairman of the Compulsory Purchase Association, and a current director on its Management Board. He is the author of several books including Compulsory Purchase and Compensation, 11th ed 2018. His practice includes compulsory purchase, planning and highways law.
